My buddy's hd projector measured 106 inches, was the best.

lol. this is like asking what size condom you need to wear. only you can decide what size you need! monitors have a higher refresh rate so that makes a less delay. i personally use a 55'' big screen. its amazing but sucks for split screen. so realy only you can answer this question.

It really depends on how close you sit, but for most people a 23" is going to give you, your best reaction time. Depending on if you sit far away maybe a little higher. When looking at response times look for 2ms Black to Black or Black to White to Black not Grey to Grey. And also whatever monitors your looking at, look around and find out if anyone has input lag with it, if so that won't be good for call of duty.
