All Target Finder (intentionally) does is show you something you can already see. Not only that but it can easily be countered. How this could be considered "over powered", I don't even know.
However, I do see the use in this, giving people will low resolution televisions a chance to actually see people the way us with decent TV's and HDMI cords can... at the loss of quite a bit of peripheral vision of course.
In case you didn't know... this game was designed to be balanced for all skill types, so everyone has a fair edge in the game.
