Dead Eye's chance increase stops after 5 kills.

1 kill = 8% chance
2 kills = 16% chance
3 kills = 33% chance
4 kills = 41% chance
5 kills= 50% chance

Those aren't the exact numbers but they're close. The chance to increase damage is 40% damage, just like stopping power. On most guns they'll be a 2 shot kill.

also is the extra damage applied when red hit markers glow? i was using it yesterday with that happening a bunch but wasnt sure

Yeah whenever you see the red mark that means the bullet that hit had the 40% damage.

Big tip: I use the MK14 EBR w/ Dead Eye. It's a 1 shot kill and you can shoot it like the FAL. Just sayin.
