After one of the recent updates mine seems to be stuck at moderate via ethernet as well. (I don't think it was because of the update, just that's when it happened to occur)

But definitely if you haven't already, set Xbox as a Static IP and forward recommended ports. Other than that let me know if you discover anything else that could help. (although I've been having no issues with Moderate, other than no host pulling )
