No, it does. Who cares what others have as an emblem? If little kids are watching you play, you should know that this game is rated M for mature, not E for everyone.

Just because it's rated M doesn't mean it's allowed. If genitals (Not to mention all the other shit people make) were allowed and on the game prior to them making it an emblem, the game would be rated AO, and probably wouldn't be marketed like it is.
It's not allowed. You can think reporting is childish if you want, but putting dicks and what not as an emblem is as childish as it gets.
