It is illegal because it is too easy to scam. You can give an already used code/fake code etc. There's no substance to trade with and that makes it really hard to mediate, thus it's illegal. So if you happen to find someone selling this, enjoy getting scammed

Edit: Before you say something stupid, mediators are NOT allowed on someones account to punch in codes (too much liability for Njag I would assume)
