Lld weapons are hard to spawn. You need 30ias, at least 120ed and eth/selfrepair on exceptional base naga/zweihander/divine scepter etc. Also 2sox increase value same as max damage mod.
Comparing this to yours 10ias/20ed and normal base weapon it looks weak
