i think it is completely useless.

lvl 12 req makes it useful just for vlld sorcs imo

but "just" 70def and just 1 sock makes it loose very much to sigon helm

stats to look for on lvl 9 boots are 3dex / 15ar / 10fhr

everything else is rather useless. resists can be a useful add to achieve high res vs some caster as ib sorc or fire druid , but "just" resists is crap. same goes for frw
