In my opinion it's nothing wort.
And the level req. is useless, too.
Just know Necros duelling with lvl 39 and/or 49.
And therefore, there are better ones

It's missing 1 more skill and some life/mana adds.
The resis are quite nice, but this is not enough I think to push
