i would up the shield if its worth anything

I don't know about the belt but the shield is charsi fodder! Compare it to spirit, which has +2 pala skills, 55% FHR, FCR, huge mana, +22 vita and some res. Make it in a Royal Shield and you have same blocking (without the block-boost - royal shields already has 55% Block chance) and more base res!

Also, uping an item from normal to exceptional makes the level req previous level req or base item lvl req +5 in this case it would be base lvl req of arcane rondaches lvl req of 30 + 5 making the new required level 35 and even less attractive!
