i dont know much about scepters.
If Id want em, Id offer ~50 fg on #1 and about 60-70 fg on the second scepter (vigor is kinda useless, for it doenst add dmg)
the grim is selfuse. It really needs life to be usefull imo. If someone does have a use for it -->

Jake selling them 200-250, but for me a shoped scepter should be 100fg maximum, but as there are only randoms to buy them... you will have to pay the price he asks you
