It's not a bad shield per se, but the STR req's on a Dragon pretty much limit who its any good to.
no BvB'er will buy it as it doesn't have enough def.
Unless someones gone a STR build on a sorc of pal via rings/helms etc or for some reason better known to themselves has put 90 into Str they may buy it.

Compared to a grim, it needs 33 more str, has less def (on average a grim will be 150+ up to 300 ) and a slightly lower block rate.

I reckon you've got a better chance in game of selling it than here to be honest.
If i did put a price on it, you'd be lucky to get 25-50 for it IF and its a big IF someone wants it.

EDIT: Probably worth mentioning what colour a shield is too as that's important to some people and can affect the value. I'm guessing from the stats its Purple, but it could also be yellow, brown or possibly (v unlikely) black
