That's the 2nd highest chance to block in classic. Only shield with higher block is tower/pavise. Caster is not going to invest that much strength. Though if they really wanted max block that badly, they would use a twitch.

It goes -> 69 (pavise or tower) -> 65 (perfect grim shield), that one is 60

Block varies by class.
Pavise is 49% base on Zon/Barb, 44% on sorc/necro, 54% on Din
Grim is 50% on din, 45% on Zon/Barb, 40% on sorc/necro

20% increased block is max on rare shields in classic in every patch. So, this is indeed max percent block.
