Example you do 1x 10 of a weight, wait 3 minutes, do 1x10, wait 3 minutes an do a final 1x10

Versus doing 1 rep every minute on the minute for 30 minutes.

30 reps in both. One took under 10 the other took 30

The RPE in the 30 min one was much lower

Would there be differences in strength or muscle gain

It's about doing sets to failure.
That is what forces muscle growth.

Huge difference, it's the main principal to progressive overload.

If it was based on what you said, the guy who digs ditches all day would have the back of Phil Heath xd.

Why did you assume that in one of the scenarios there would be progressive overload and not progressive overload in the other ?

You can add weight to the 1 rep a minute system just like you can to the more conventional system

Except fatigue sets in faster with shorter periods of rest. Volume and intensity are interdependent. The more the intensity goes up, the lower the volume has to be.

Different numbers of reps with different amounts of weight drive different results. Using low resting periods with a lower RPE would probably yield better conditioning, but if the goal is to get stronger you need to introduce more weight. Higher intensity requires more rest/lower volume or you’ll fatigue quickly.
