Yes, RICE is the way to go if it's quad tendonitis. As long as there's no major trauma, the condition didn't begin abruptly, you can extend your knee and bear weight, you should be good to go with that. Obviously if you're in doubt, it's still better to check it with your doctor. Avoid aggravating it and respect the pain, which also means laying off the cardio if you can't do it pain free.
