If you go full starvation mode and lose lots of weight, do you then have a higher propensity to put (back) on muscle mass that you wouldn't have been able to at that rate under normal circumstances?

I've noticed a lot of people that lose something like 10 lbs in 2 weeks from being ill or whatever tend to put that back on within a week or two and look just as lean.

Yes.

You don't, however, lose muscle mass that quickly.

So if you lose 10 lbs in 2 weeks without working out the vast majority of it would still be fat?

well initially when you lose weight some of it would be water weight (depending on how many carbs you consume, you can hold a lot of water weight). And then after that it would be more fat than muscle lost. if you don't give your body a reason to keep the muscle, then you'll lose it more so than another person that's using their muscles while cutting.

3 to 5 lbs of that will just be fecal matter leaving the body. You also likely become dehydrated when you're sick, as well as losing carbohydrate mass. Stop associating "weight loss" with fat or muscle mass loss

if you lose weight you'll lose fat and muscle to some extent, I know it's mostly water weight and such
