Even on a deficit, can a new lifter make substantial gains doing a hypertrophy routine?

Of course your going from not doing something to doing something.

I should be more precise.

Obviously everyone knows optimal gains are on a surplus and a deficit usually calls for strength training, but with the beauty of newb gains, can the results a new lifter yields be close to if they were on a surplus?

Neuromuscular , yes. Muscular hypertrophy? Probably not

Question. Are you asking this because you have a friend or yourself is overweight thus starting out they're concerned with caloric intake as they want to lose weight?

If that's the case perhaps caloric intake is not an issue. If someone is just starting out a "noob" they will see significant changes along the way as they begin doing the movements and start incorporating some high intensity movement or other form of cardio as well. Box jumps, skipping, (prowler if you have it!).

What's the exact situation?

I ask only because going from obese or just larger to a more athletic figure may be different than trying to obtain an athletic figure if your a 5 foot 11 130 150 pound person.

doubt itd be close to as if on a surplus

but they can still make some gains on a slight deficit. for how long, till they start to see a significant decline in progress, who knows?

this, basically.

@op, noob gains are essentially neuromuscular adaptations.

The question is vague, what are the goals of the person? Long term as well. Because while cutting, unless you're obese, you wont develop muscle.
If youre fat and just wanna drop some bf and get a little stronger.. which is more important? You will gain some 'strength' (efficiency of the movements, moreso) by cutting, but not nearly as much as if you were bulking.
