I have a free 200$ that has to be spent on something for my health from where I work by participating in a cardiovascular survey, and I'm wondering if kettlebells would be a good investment for someone who doesn't work out and wants to start because he realised he's fat

Buy gym chalk, wrist wraps, weightlifting belt, etc. Accessories that serious gym goers will use then sell that then use the $ for a gym membership.

Kettle bells have their purpose but $200 won't get you enough to be worth your while. They are more expensive than regular weights or dumbells. I agree with alpha on getting a gym membership.
