Long story short: Working out 2 years. Happy with my overall results except for shitty chest. Tried everything. Paid 80$/hour to work specifically just on pecs with one of the best trainers in my city.
Been following his routine and diet for 2 months and still crappy chest. Is it possible that my body is physically and genetically incapable of having a good, big chest?

paying 80 dollars an hour is quite an investment for information that can be found online for free!

hes got a guide already made of how to improve chest with bad genetics somewhere in that thread, and he will assist you with any questions you have for free

I had this problem for the longest time, and honestly just switching and prioritizing incline definitely helped a lot (my chest still lags compared to the rest of my physique)
Incline > Flat for development
