I want to do this at 17, turned in February. Plan on getting to around 6/7% body fat and maintaining that. I do HIIT 3x a week W / Sat & Sun. Lift four times a week and do Abs two times. W & Sat or Sun

How can I "fast" if I have school everyday, just skip lunch?
What should I be eating in the morning ? It's usually oatmeal // bagel w peanut butter.

How much water ?
Vitamins ?
Supplements ?

You're talking about intermittent fasting I guess?
but yeah, time-restricted feeding #1 for health for a plethora of reasons, but I won't go there this time
I'd recommend fasting at least 12hrs/day, which, assuming you sleep for 8hrs, isn't much at all. 12hrs fasting/feeding seems to be where benefits begin to emerge. The platitudinous 16hrs popularized by Martin is really the sweet spot imo. You have two choices, neither of which necessarily require you to just skip lunch, as you suggested. Either skip breakfast and wait until lunch/afternoon to eat (time it out) or stop eating early in the evening and actually include breakfast and so on. Either way, be consistent if you can.
