So I have either been injured or too busy to go to the gym regularly over the past 18 months.

I lost quite a bit of muscle and my lifts went down quite a bit. I gained some body fat during this time as well. My body fat raised from about 15% to about 25%.

Should I bulk and work on getting my strength back up and building back my muscle mass, and then cut down the fat?

Or since I am already around 25% body fat, should I cut down to about 15% before trying to put back on the muscle mass?

cut first obviously.. but like trollen was saying "too busy to go to the gym regularly" isn't valid, sounds like you have motivation and overeating issues that need work.
