when you start a cut do you decrease cals say 100 a week until you hit a 20% deficit like you would when starting a bulk after a cut and increasing the calories weekly?

Yes. But weekly seems like a bit of a stretch, monthly would probably suffice.

If you were decreasing by 100 cals per week from the bulk amount (let's say you're at a 1000 cal surplus for your bulk), it takes 10 weeks just to reach maintenance calories. Then it takes another 5 weeks to reach an approximate 1lb/week caloric deficit. That's 15 weeks to reach what a lot of people consider a base-line deficit for a cut. In fact, during that time, you'll still technically be bulking in definite for at least 5 of those weeks.

If you mean 100 cals per week from your metabolic requirements, and not from your current bulk phase surplus, then it's still pretty slow.

No, because it slows the progress of my goals. If I want to cut 600 calories, then I'll do it at once, not over 6 weeks.
