I took a rest day yesterday because my arms were sore from lifting.

Today, I feel better but there's still a small amount of soreness/pain when straightening my arms.
Should I lift today or wait until it fully recovers? I'll be doing other muscle groups today for sure. I'm just not sure if I should work on my arms today.

it sounds like you need to get yourself a well balanced routine, i dont suggest you work your arms everyday.
ask around some ppl are probably going to be willing to build a routine for you vs some fgs.

Is it muscle tightness or joint pain? I wouldn't fux with joints but your muscles can take it

When I tighten my muscles, there's a bit of discomfort/pain. When I straighten my arms, there is slight pain (higher magnitude than tightening my muscles).

you'll be ok if you do plan on doing other muscle groups today...

why so hell bent on adding arms.
most chances u dont even need specific work on them at ur given stage
