This is true to an extent. It really depends on your bone lengths and etc as well! Depending how you set up for your lift you could still get serious posterior chain activation in Oly shoes but it's just more likely that you'll be using erector spinae and quads instead.
Exactly why speed off the floor is much easier as your quads drive this movement primarily but lockout is harder since you don't have as much hip/glute activation when in Olys.
