How large of a window can a TDEE calculation be off? For instance if my TDEE is calculated to be 2400 calories/day, but I consume ~1700-1800/day, and my weight stays the same, can my actual TDEE be around 1700-1800 instead?

How many days have you consistently wheyd yourself?

The past 21 days at 1700-1800 calories. The previous week before that I started at 2300, but felt sick from eating that much with my work schedule.

Started at 181.2 lbs the end of July with this tracking schedule, and weighed in this morning at 182.6.

However I've been consistently eating at a deficit for almost a year now, with working out on and off (consistently now for the past 2 months, starting to incorporate HIIT) with staying at the 180 level.

And in August 2013 I weighed about 180, and am still about 180. No steady decrease in weight was seen since then, even got down to eating about 1300-1500 at one point, with no results.

Wat do.

Are you consistent with your dieting or not? I used to always fall into a pit and go all out during the weekends and stray far away from my macros. If you're consistent then you shouldn't stuck at the same weight unless you've got your BMR off. Try reducing calories by a bit each week till you see some results.

Very consistent. The weekends I actually eat less than what I do during the week day.

I've heard aspartame actually inhibits weight loss, could this play a factor into this maybe?

Your metabolism is probably destroyed from not eating enough. Happened to me. I'd eat as much as you, I stayed the same weight.
