i weight 195 lbs, 5'10. i'm getting maybe 100g protein a day, so i dont think i can lift weights to any high degree. would it be jogging or weight lifting or what? my understanding is that building muscle mass will permanently burn more calories even when i'm idle, so i'm guessing lift weights a bit then jogging?

There are a few things you need to know.
First of all, you aren't going to make much progress by just adding a little exercise in every day. You need to be making conscious dietary changes as well. 100g of protein is not NEARLY enough to sustain any proper level of muscle in your body. In addition the lack of protein will lead to a decrease of basal metabolism from lack of lean mass and the excess carbohydrates will increase fat stores accordingly.
You must do the following:
1. Reduce carbs (200g for the day max)
2. Increase protein (approx 200g for the day)
3. Keep fats moderate (60-80g / day)
4. Work out with weights at least 30-45 minutes a day
5. Do cardio for at least 20-30 minutes a day after weights
6. Drink at least 4L water per day
