Cutting carbs doesn't magically cut fat.
It depends on the entire caloric intake. You can still eat a surplus of fat calories if you cut carbs and still gain weight.
You don't have to cut carbs on a cut, in fact if you want to stay away from lethargy and keep your lifting numbers relatively stable its preferred to keep carbs higher.
