the Hamas believe that Israel has no right to exist as a country (not the first group to believe this), and that it is their duty to eliminate them
the Hamas shoot rockets from within Palestinian cities into Israel, so Israel is attacking back to try to destroy the sites the missiles are coming from
the Hamas are making sure their launchers are located in populated areas, surrounded by civilians
when civilians are killed during the Israeli response attacks, the world gets mad
so, the Hamas tell people not to evacuate because they are safe and Israel is bluffing..more civilians die, the worlds gets mad
the Hamas keep pilling civilians around their launch sites, put weaponry in civilian houses, dig tunnels underneath houses into Israel, and intermix with civilians, basically using them as meat shields/political protection so they can continue to launch their offensive on Israel
Israel has much superior technology and both offensive and defensive military power, so the Hamas keep attacking and causing little damage (the Israeli Iron Dome is a very effective missile defense system), while any attack from Israel to destroy the launch sites is much more destructive and receives much more criticism because of the civilian life that is lost due to Hamas propaganda
