I agree to some extent.
My muscle
hypertrophy gains are indeed minimal/normal around my body *except* my legs, which are huge in comparison to the rest of my body (currently 26.8 inch):

However, strength is easily attained for me.
After my first 7 months of powerlifting, I was at:
Squat- 330 RM1
DL- 400 RM1
Bench- 285 RM1
After 7 months, I've left powerlifting and started hypertrophy-centered routines. Current lifts (2 years):
Squat- 405 RM1
DL- 445 RM1
Bench- 330 RM1
