Is your waist size genetically decided? If you're low on bodyfat of course.

for some it's effective...for other not so much. There is no specific plan that works for everyone. If you are curious then give it a shot for 2-3 months and see if it works out.

lmao

I tried it for a few weeks a couple months ago and my strength shot up tremendously, my question was kind of vague though lol.
Would you recommend it during a cut or bulk cycle?

for overall strength and size I recommend the 5x5 plan along with the following configuration:

Mon - Chest
Tues - Back
Weds - Legs
Thurs - Shoulders/Traps
Fri - Arms

please see those posts for links to the 5x5...it's on here somewhere!

alright so the only problem i see is doing like 5 x 5 on a delt triad (my favorite delt exercise), or on like cable flies.

If you're looking for a good supply of carbs to ensure sufficient energy for intense activity try eating a a combination of approximately 80g of complex carbs (sweet potatoes, whole grain pasta, brown rice, etc) 1 hour before exercises and 30g of simple carbs (try gatorade or any simple sugar drink) 15 minutes before. During exercises if you can sip BCAA enhanced sugar beverages (any sugar beverage w/ added unflavored bcaa powder), this will help as well.

as far as structurally, yes.

However actual waist size can be dependent on bodyfat % (obviously)

but considering an equal 6% vs 6% lets say...some people waist sizes are just naturally much larger or smaller than others because of genetics.

yes...this is good for a bulking cycle only...do NOT attempt this while cutting.

yes...but in limited doses...your total NET carb count at the end of the day should not exceed 20g (spread out of course)
