it's really up to you about the bulk, but i'd do a clean bulk to about 170-175 then cut down a little bit and see how you feel after that.
dont know where you're from, but most people want to cut down so theyre comfortable running around topless on the beach in summer.
do you have a weight lifting program that you can follow? i find it helps to have something written out so that you know what you have to do and when, and it lets you know when and how often you can progress so that you dont lose motivation. nothing worse than bulking up and extra 20lbs to lose motivation in lifting and only do a half arsed attempt at it. find or write up a routine (if you're confident enough) and stick to it.
i would reccomend stronglifts5x5 but perhaps drop SKCraynor a pm or post in his topic (the stickied one at the top) and ask for his advice on one in there.

I do follow a program which I alternate every three months or so. It's on paper and at school so I can't paste it here or anything but my lifts have been going up nicely since January (squat went from 225 to 275; BB bench from 135 to 165).
I've looked at 5x5 some time ago and I might start it in September although that will depend on how much I feel university will rape me on a daily basis.
haha, and yeah I want to be fairly low BF when summer comes by - I'm 160 in the pictures I took so I'm a wee leaner right now.
