Always go for full range of motion with a weight that you can handle.
If you have longer arms then go to at least a 90 degree bend in the arms. Essentially just get a feel for it : If your shoulders hurt after 90 degrees then don't go any further.

Also, don't be this guy: It's horrible form and moving the bar 2 inches doe's not count.

That is actually incredibly hard to do. If performed correctly, that is safer than "flat" benching.

E/ srs tho, isn't the arch supposed to be thoracic extension, not excessive lumbar flexion?

Yeah, that guys form is horrendous.. But a proper arch is good form.
