Yeah I'm not sure why it says that. It was published in 2012.

The phosphagen system is the first system to be utilized within the body to create energy, followed by glycolysis and then oxidative systems.
During the phosphagen system, phosphate and creatine are broken apart by an enzyme to create energy that is then used to create ATP. During rest ATP stores are replenished by this system and during the first 10-15 seconds of exercise, this system is used to recycle ATP to keep the ATP stores high until more efficient ways can be turned on.
Essentially taking creatine just adds more creatine that can bind to phosphate, creating more ATP stores and a greater 'burst' in the sense that your ATP levels are a little higher than if you weren't taking creatine.
It's beneficial to take whenever you want to.
There have been plenty of studies that have shown that it increases DHT production, resulting in hair loss if your genetics are affected by DHT.
