You can stay at the same BF % +\- 5% and still increase your lifts. Ur obviously a noob. I'd eat at a slight surplus until you get stronger because you're very weak. That said, idk if you want to be stronger or just look good. Me personally, I wouldn't even go to a big gym when I was benching 1 plate
Edit: didn't read your last paragraph so to answer that, yes you can. And when I said you're obviously a noob, was just reiterating what you'd previously said.
