i dont have an article to support this, it comes from senior physiology of exercise training and muscle function & metabolism classes. walking uses energy, and thats fine, but the stimulus for cardiovascular adaptation at a training level (capillarity, vo2max, anaerobic thresholds etc) comes with high intensity training. theres nothing wrong with walking, maybe some BP reduction but nothing big comes of it.
e: you wont really find a (scientific) article on a topic that just generally discusses it, unless its a review. theyre very focussed on a specific cause-effect scenario or a particular aspect of some phenomenon etc.
