Best advice is to put on upperbody mass and just continue to play ball.. gurantee'd within a few weeks, you'll be able to at least touch and work your way up.
not sure if trolling or what. i could already dunk a tennis ball on a regulation 10' rim from pretty much a standstill.
my standing reach is pretty short too...only about 7' 3''.
