It's just burst blood vessels from where it pinches ur skin, I get it sometimes too from belts

I just switched to low bar squat and I always deadlifted conventional, how would you advise me to place the belt? 8-DDD

Depends a bit aswell on if you are back or leg dominant.

Lowbar is typically favoring the belt a bit higher (due to breaking of the back/more forward leaning style), the top of the belt should end where the lats start kinda.
Highbar is favoring a lower placement so it helps achieve a more vertical back. Belt often at the bottom of back/abs, also often more comfortable to wear a OL-belt (due to a more narrow front).

Deadlift, if you are back dominant, especially if you do explosive-upperback pulls (like Konstantinovs, Leeman) a high belt position is good so it can help lats/traps more. Same often goes with sumo.
If leg dominant you will use more erectors in the start and lower belt position will probably be favourable.
