If cannot flex my ankle up or down it is swollen and has little mobility

Tell your coach you need to sit out. Sitting out for 3 weeks > the entire year because you end up tearing something completely.

If they don't agree, tell them to go fuck themselves. I went to a hard core football school and even my coach understood when I ruined mine. Just be honest with him and don't be iffy about it. Tell him you cannot safely practice on it.
