Addiction is not about how often you use it necessarily, but when you use it. People will often use drugs or other things to substitute a realistic solution to their problems. People will turn to marijuana for instance any time they feel anxious instead of dealing with the anxiety, prolonging their overcoming this anxiety which will end up making it much worse of a problem later on. Often they will not notice this dependency because it becomes automatic to smoke marijuana when they become overly anxious and they feel they are just fine all the time.
If you can choose when you use it doesn't that count out addiction?
A person that is using cannabis for anxiety related purposes most of the time uses a rational though process and is usually trying to find the root of the anxiety problem anyways.
It's kind of hard to find the cure to your anxiety when you're too busy being anxious all the time.
