No bullshit haha. This is NCAA Division 1:

There are also a handful of guys 10.3 and faster in NCAA Division 2, Division 3, and NJCAA. So, this encompasses just colleges in the United States.
If you count Post-Collegiate guys (Pros), and some high school kids, it is probably closer to 75-100 running 10.3 or better this year.
I just checked the stats - there were 1,457 HIGH SCHOOL kids (15-18 y/o) that ran 10.99 or faster, just this year - 8 of them being under 10.3s.
Shit, there are even a few women in the NCAA under 11s.
From my understanding, going from 11s to 10.4s in the 100m would be equivalent in the weight lifting world to like max benching 225lbs, and then working to a max of 450lbs haha.
I'm sure there are guys on steroids, but the NCAA testing is pretty rigorous when you are in the top tier (winning big meets). Then, when you are a Pro, you are subjected to the same tests as everyone else in the world. There are so many fast sprinters here because the talent pool is gigantic, they start young, some have trained for more than a decade by the time they finish college, and the training methods by many coaches have been chiseled to near perfection. Put a decade of good training together with genetically gifted individuals and you will see results.
It is ironic you talk about Americans and steroids though, seeing as the 'East German Sports Machine' a few decades ago had the biggest doping operations in history, and was endorsed by Germany itself (State Plan 14.25) lol. If we know about steroids, it is because of the work done by Germans and Soviets in the field.
