I thought up a scenario and was wondering if it was true.
Let's just say we had two lifters: lifter A and lifter B.
Lifter A does 100x6 on flat DB press, but is only able to do 80x6 on incline DB press.
Lifter B does 85x6 on flat DB press, yet he is able to do 80x6 on incline DB press.
Would the upper area of the chest be roughly around the same size and generally look the same? Or is it a genetic factor that determines just how much each part of out chest lifts and how it looks?

There are far too many factors involved to come up with an exact answer.
There might be a strength/size issue - or alternatively stronger ligaments or tendons. Furthermore there might be an issue with endurance or quite possibly range of motion. Also there is rhythm to consider and possibly form as well as energy levels.
I mean I can keep going and going - but in general your body is developed by about 50% genetics and 50% hard work.
