Depends what part of the world you are from, where he is from it can be needed, if not it has to go to court and be issued that way if they see fit.

I referred to you with a certain level of respect to one day you had a fit over me saying it is retarded to purge. From that point on I have called you as it is seen fit by most people, this is not a statement of offensiveness or not more the fact I don't feel you have done anything to deserve a certain level of politeness :) .

Regardless I am done trying to explain this as you obviously can not understand this concept.
