Let's see what he means by 'functional' first. That's the most loaded term, ever. I probably agree with you, though.

If you're talking about sports functional movements, there aren't opportunities to focus on negatives, but there's no real focus on concentric, either
If you're talking about CrossFit, it's being done for time so nobody is going to focus on the negative. I'd actually argue that adding sessions to work on negatives without time constraints would be both safer and more beneficial for any str gains involved
If you're talking about something else, what did you have in mind?

any sports movement ever is dependent on how fast or accurately you can accelerate something via a limb. sports are predominantly concentric

Right, but my point is about the practical conception of 'concentric' so far as it is important to be aware of whether the movement is concentric. As I put it, the focus is not on whether the movement is concentric or not. The focus is on performance, and athletes will typically be given cues -- none of which will be "pay attention that the movement is concentric".
That is, sports are concentric dominant, but NOBODY trains in sports with any thought or care that the movement is concentric. Whereas in any lifting endeavour, awareness of whether the movement is concentric, eccentric, can be useful and important to know.

In sports training (when it's not lifting) you are not aware that you are training concentric movement, you are aware that you are training to perform.

I'm going to train my muscles to perform a slow descent onto my chest while doing barbell push ups.
