Hair any place on the body is mostly genetics. If you're getting razor burns I can reccomend several things:
1. Start using warm water on the blade
2. Wash your face properly before shaving
3. Use lotion or aloe vera after shaving (not after shave, the alcohol will disinfect the pores, but that shit dries up your skin worse than a desert.)
4. Change the blade after every 10th usage.
I don't know how old you are, but for most young men with your particular problem, all I can say is that: Most likely, you'll grow into it.
P.S, for a proper shave, buy a blade and stop using razors. You'll probably cut your face some the first few tries, but as long as you learn how to sharpen the blade, a proper shaving blade is far superior.
