You can't bulk if you are losing weight. Bulk = gain weight. Cut = lose weight.
Not sure how you are 5 ft 10, 16 years old, 190 pounds and have a bench of 225 and a squat of 300+ and not know crucial novice information.
There are so many different ways to get the results you want, that it will blow your mind. Of course that is what you actually realize what your goals are and make them a little more specific than what you already said.
If you are just worried about how you look, then by all means go on a cut (caloric deficit) and achieve your goals. If you are looking to bump up your numbers with your lifts, I would suggest bulking (caloric surplus).
It doesn't matter how many meals a day, what time you eat, or anything like that. Just count your macronutrients (protein, carbs, fats) and count the amount of calories you eat daily.
