Not even close. The robust addictive properties of cigs are more-so a product of the synergistic effect of the nicotine in combination with the presence of a plethora of monoamine oxidase inhibitors, beta carbolines for instance.
Now granted, nicotine is slightly addictive on its own, but w/ the MAOIs it's pretty incomparable. Nicotine will of course release some mesolimbic dopamine secretion to promote that activity, plus in the longer term, will upregulate kappa opioid receptors (which attenuates the DA secretion), and will act as the pharmacological chaperone to upregulate alpha-4/beta-2 nicotinic ACh receptors. All these changes promote the reinforcement and subsequent desire for more, though to reiterate, the MAOIs synergistically increase that. Plus, nicotine generally isn't all that bad for your health, on its own at least. Cigs have the carcinogenic nitrosamines to mediate most of their deleterious effect.
