The officers job is to uphold the law. If there's a law that requires you to wear a seat belt then it's not really a choice you get to personally make. Just like how if there's a law that prevents you from drinking under a certain age, then it's not really a choice you get to personally make (until of age). The officer isn't paid to be subjective and voice his opinions on current state of legislation, he is paid to uphold the standards of living set up by the people who have been democratically elected by you and your forefamily. If anything you should try electing someone who will change the law or run for a such a position yourself, or you could accept the fact that youre breaking a law and there is a monetary repercussion for that action.
E: on topic, no tickets only been pulled over once for a legal maneuver that I made to avoid holding up traffic at a light, which mightve been questionable if a shittier driver were at the wheel
