No, but seriously, don't use phenibut to study or try to seriously memorize things.
It can definitely impede that.
I won't actually get into the nuances unless you want me to, but trust
if you want something that's calming and helps focus but doesn't impede memory (MAY help) try theanine

Wouldn't impeding memory be a direct result of taking too high of doses? If I only take 500mg 2x/week I think I'll be okay. But I will check out theanine

Just webMD'd it and

"Anxiety. Preliminary evidence suggests that taking theanine might make unstressed people feel more tranquil. But theanine doesn’t seem to have this effect on people who are anxious to start with."

Eh, lower doses won't have as pronounced of an effect
but the tolernce builds so fast on phenibut, even twice a week will develop one over time, that I can guarantee.

Definitely not
I have a friend who has anxiety problems and I recommended him some theanine (he also drinks a lot of coffee, so it'd help mitigate that anxiety increase too) and it's helped him quite a bit.

When you say a "tolerance," do you mean I won't physically feel the same effects? Or is it one of those mental games that some drugs trick your brain into thinking you have a tolerance? Because if its a mental tolerance, that I can overcome. But if my body physically requires more and more to feel the same effects as I do now at 500mg, you're right I might have to stop using phenibut.
