Swimming is usually very good.
Cycling are usually pretty good aswell.

But it also depends alot on what movements that hurt.

Not OP but my right knee tends to hurt when I'm doing cardio on the stationary bike , any idea why?

what are your goals, if they are strength or hypertrophy mainly, don't do any cardio while you have an injury.

Probably Vastus Medialis. Or if it hurts when the knee is only slightly bent it should be atleast.
Got issues with it aswell atm (inflammation), can squat etc ''without trouble'' but can't walk in stairs or ride bike without some pain.

Loading of any injured tissue (even in non-resistance circumstances) can worsen an injury. Athletes never want to take time off once their pain goes away but chance for re injury is still very high for a few weeks after pain stops

depending on what the actual injury is it's hard to suggest something that won't aggravate it more.

Swimming is a good option though. Maybe try an eliptical or stationary bike, or rowing machine. Start with the things that have low or no impact on the knees and find soemthing that works.
