Though that does occur, it doesn't occur significantly enough to matter in a normal diet.. and nitrates and nitrites themselves are not genotoxic or mutagenic
They've also generally found no association between nitrate/nitrite intake and cancers of the GI tract and related areas where conversion to a nitrosamine does occur. So.
Just to make it clear - they are only deleterious in a great excess.. pretty much like anything. One mechanism is the conversion into a carcinogen and they can also modulate hemoglobin and impede its ability to adequately bind and carry O2
